Jose-Miguel is an international expert in the political economy of disasters, who has recently been invited by the World Bank to join a selected group of top economists with the aim of participating in a high-powered study in this area. He works on the political economy of development in three main areas of concern. Firstly, naturally/socially-induced disasters via analytical and policy-orientated approaches. His main conclusion is that as a rule "disasters are a problem OF development, but not a problem FOR development", showing also that current globalisation have the dual effect of reducing disaster vulnerability at the national level, while increasing it at the local level. Secondly, he works on structural change, especially comparing the "Washington Consensus Model" with the "Asian Model". And thirdly, he has also worked on the analysis of infrastructures, mostly based upon structuralist and/or empirical models. He has also proposed an optimally consistent method to calculate a benchmark for the capital stock, especially when data is scarce, which is significantly cost-saving in finance and time. It has now been applied in many countries, especially China.
